Healthcare {Read complete position}

Sen. Baker believes Washington needs to start with a clean slate to create meaningful health care reform, and that comprehensive reform can only be achieved through bi-partisan efforts.  Health care must be affordable and accessible for EVERY American - regardless of pre-existing conditions.  Government-run health care is not the answer; it will limit patients' choices, increase costs and diminish the quality of our health care.  The goal is to improve Americans lives through well-being and prevention.

 

How do we accomplish this?

  • Implement comprehensive medical liability reform that will reduce costly, unnecessary defensive medicine practiced by doctors trying to protect themselves from overzealous trial lawyers.
  • Encourage small business pools. Recognize that one of the largest obstacles for many small businesses when it comes to retaining current employees or creating new jobs is the cost of health insurance. Any plan should allow states, small businesses, associations, and other organizations to band together and offer health insurance at lower costs.
  • Make health care plans portable.  Allow individuals to keep their health insurance if they change jobs or move out of state.
  • Require insurance companies to provide coverage regardless of pre-existing conditions.
  • Provide immediate substantial financial assistance, through new refundable and advanceable tax credits, to low- and modest-income Americans.
  • Promote prevention and wellness by giving employers and insurers greater flexibility to financially reward employees who seek to achieve or maintain a healthy weight, quit smoking, exercise, and manage chronic illnesses like diabetes.
  • Create incentives to save now for future and long-term health care needs by improving health savings accounts and flexible spending arrangements as well as creating new tax benefits to offset the cost of long-term care premiums.
  • Bring greater fairness to the tax code by extending tax savings to those who currently do not have employer-provided insurance but purchase health insurance on their own.
  • Help employers offer health care coverage to their workers by reducing their administrative costs and offer a new small business tax credit
  • Make health care more convenient by eliminating bureaucratic red tape to expand access to Community Health Centers that are so critical to underserved areas, both in large cities and in rural America.

Cap and Trade {Read complete position}

Senator Gilbert Baker is opposed to cap and trade legislation. Cap and trade, or emissions trading, would force U.S. companies to limit carbon emissions; those who exceed the limit, would be taxed. This is another 1,500 page bill that will be devastating to Arkansas jobs and is another example of government interference in our lives. It is a national tax of historic proportions.

Card Check {Read complete position}

Senator Gilbert Baker will consistently oppose card check legislation, otherwise known as the Employee Free Choice Act (EFCA). Unlike Sen. Blanche Lincoln, he will never co-sponsor this bill in one congressional session, only to turn around and oppose it during an election year. Sen. Baker will oppose card check at all times because it is bad for Arkansas businesses.

Tax Policy {Read complete position}

Sen. Gilbert Baker is a fiscally responsible leader who will work to reduce the tax burden on working families. He has signed the Americans for Tax Reform's Taxpayer Protection Pledge, in which he commits to oppose any and all efforts to increase the marginal income tax rate for individuals and businesses. Sen. Baker also pledges to oppose any net reduction or elimination of deductions and credits, unless matched dollar for dollar by further reducing tax rates.

Endorsed by Arkansas Right to Life in 2008, Sen. Gilbert Baker has earned his reputation as a strong advocate for the rights of unborn children. A leader in both words and action, Senator Baker led the charge in the Arkansas Senate to pass Act 537 in 2005, which required parental consent before a teenager could obtain an abortion. Additionally, in 2009 Senator Baker co-sponsored legislation to ban partial birth abortions in Arkansas and co-sponsored a concurrent resolution to encourage the U.S. Congress to do the same.

Second Amendment {Read complete position}

Senator Baker is an unquestionable supporter of the Second Amendment and the rights of gun owners. In 2008, he earned an “A+” rating from the National Rifle Association for his support of legislation important to gun owners, a grade that is based on the Senator’s lifetime voting record as a public servant. The NRA issues the “A+” to political leaders who have an excellent voting record on critical NRA issues, and have made a vigorous effort to promote the Second Amendment.
